Civility is the ability of patrons and staff to learn, relearn, understand, and care for our society with respect, compassion, and understanding of each other's needs. The difference is the security that your staff creates by always checking and controlling what patrons may want.  The staff controlling of patrons wants increases the ability to develop and educate social house policy and rules of conduct (written and implicit) that help guide patron's behaviors. The focus on staff controlled observations of patron needs help to control the patron's unwanted behaviors. The patrons should have the ability to have an understanding of what is considered acceptable and unacceptable behavior norms in public alcohol serving environments. The wants of patrons are what servers have to control by their understanding and education of in-house social house policy rules of conduct. Remember house policy can be stricter than state laws and city ordinances. House Policy has to be equally enforced.
